Regular Agenda

Beverly Heights and Western Heights Small Area Plan

Council unanimously adopted the Beverly Heights and Western Heights Small Area Plan. The plan establishes a vision for growth and improvements in Beverly Heights, Western Heights, Canterbury, the Highway 115 commercial corridor and McClure Park, with an emphasis on safety, sustainability and connection. One person spoke in favor of the plan during the public hearing.

Turnersburg Highway Rezoning

Council approved the first reading of a request to rezone approximately one acre along Turnersburg Highway, between Cowan Lane and Fourth Crescent Place, from residential to highway business. Council Member James Pressly recused himself from the discussion and vote because he has an ownership interest in the property. No one spoke during the public hearing. The rezoning will be included on the October 19 City Council agenda for a second reading.

Turnersburg Highway Annexation

Council approved the first reading of a request to annex approximately 1.8 acres along Turnersburg Highway and Fourth Crescent Place.

Council Member James Pressly recused himself from the discussion and vote because he has an ownership interest in the property.

Stacy Ranucci, representing Chick-fil-A, spoke in favor of the project during the public hearing. She explained that Chick-fil-A plans to rebuild at the new site because of drive-thru and parking limitations at its current Turnersburg Highway location. The company does not have plans for the current building at this time.

The annexation will be included on the October 19, 2026, City Council agenda for a second reading.

Moose Club Road Kingdom Townhomes

At the applicant’s request, Council postponed the proposed rezoning and annexation for the Kingdom Townhomes development at 185 Moose Club Road until the February 1, 2027, meeting.

Wall Street Havenwood Subdivision

Council approved the second reading of the conditional rezoning request for approximately 139 acres at the end of Wall Street by a 4–3 vote. The rezoning allows the property to be developed as the Havenwood Subdivision with single-family detached homes and duplexes.

Arey Road Annexation Waiver

Council unanimously denied a request for an annexation waiver for a property at 172 Arey Road. Without the waiver, the property owner would need to apply for annexation before connecting to City water service once it becomes available.
